February 17, 1974 - A vote was cast on this date to incorporate the town of Winchester, OK. Thirty votes were cast, 27 with a "yes" vote and 3 with a "no" vote. Winchester officially became a town the next day when the final order declaring the incorporation of Winchester was filed.

March 7, 1989 -ISAW (Institute for the Study of American Wars) chose an area of Winchester (300 acres) to be the home of their 7-building (two stories each) complex. On March 8, Mayor Stephen Bright told 50 residents of the community of 220 that changes were coming to Winchester. Governor Henry Bellmon announced that the state would buy the 300 acres for the site for $300,000. Everything looked like ISAW was coming to Winchester, but then on April 26, 1989, citing a problem with the way Oklahoma was going to transfer title to the land for the center, institute officials announced that site proposals would be reconsidered. Okmulgee county was welcome to try again, but an institute that changed the rules after a winner was already declared would probably be better off left alone. Okmulgee County did in fact resubmit their original bid, but in the end, Arizona was selected as the state that would be the home of the Institute for the Study of American Wars.
