Winchester, established in 1974, is a restricted residential community located in northeast Oklahoma south of Tulsa, and north of Okmulgee on state Highway 75. The Winchester "fenceline" extends from state Highway 16 on the south to 241st Street on the north. It is bordered on the west by state Highway 75 and it extends three miles east on 241st Street and then south, back to state Highway 16.

Town meetings are held on the fourth Tuesday of each month. All current and future residents of Winchester are welcome at these meetings. If you have an item that you would like to discuss at the meeting, it must be submitted to the mayor prior to the adenda being posted so that it may be added to the agenda. Please contact the mayor the week prior to the scheduled meeting. Special and emergency meetings may be held, but their date and times will be posted before they occur.
